Independent GIS Advisory, Built on Every Side of the Table

I founded Fioranelli Consulting because government agencies deserve GIS advisory that starts from how the public sector actually works, not from what a vendor has to sell.

My path here wasn't linear, and that's by design. I started on the technical side, running GIS operations as a county GIS director, before moving into enterprise account management at Esri, where I saw firsthand how vendor incentives shape, and sometimes distort government technology decisions. From there, I supported national business development at Michael Baker International/DATAMARK, building the company's Next Generation 911 (NG911) market presence from scratch across the Northeast, Mid-Atlantic, and South; work that culminated in Alabama's first statewide, multi-year NG911 initiative.

That combination — hands-on technical GIS work, a vendor-side view of the industry, and large-scale public-sector business development — is what I bring to every engagement. I hold a master's degree in GIS and am a certified GIS Professional (GISP), but the thing that matters more day to day is having sat on every side of the table: as the agency staff member trying to make a GIS program work, as the vendor rep selling into government, and now as the independent advisor helping agencies see past both.

I'm based in Ashburn, Virginia, and work with agencies and municipalities nationwide.
